Georgia Medicaid ABA rate cuts in 2026: what ABA providers should do now

In 2026, three Georgia Medicaid care management organizations moved on autism therapy reimbursement. CareSource Georgia announced pay at 80% of the state fee schedule from early May, Peach State Health Plan followed with a cut effective May 15, and Amerigroup cut ABA reimbursement 30% effective September 1, 2026. On October 22, lawmakers asked the plans to rescind cuts and terminations until a network adequacy analysis is done. For BCBAs, RBTs and the billing teams behind them, the work right now is evidence: what was paid, who was turned away, and what the care achieved.

How the 2026 Georgia ABA rate cuts unfolded

  • Apr 8, 2026

Behavioral Health Business reports CareSource Georgia told ABA providers it would pay 80% of the Georgia Medicaid fee schedule from early May.

  • May 15, 2026

Peach State Health Plan's similar cut takes effect, according to Atlanta News First.

  • June 2026

A Georgia House committee holds a hearing. Reps. Scott Hilton and Jesse Petrea speak against the cuts; the Department of Community Health says it has no authority to stop CareSource.

  • August 2026

Providers receive Amerigroup's letter announcing a 30% ABA cut. Some providers stop taking new patients.

  • Sep 1, 2026

The Amerigroup cut takes effect for the plan that covers nearly all children in Georgia foster care and children adopted from foster care.

  • Oct 22, 2026

Sen. Brian Strickland and Rep. Scott Hilton hold a press conference at the Georgia Capitol and demand the plans rescind cuts and terminations pending a network adequacy analysis.

What each plan said, and what lawmakers said

Amerigroup: a 30% cut with a parent training increase

Amerigroup's notice said the change is "intended to better align reimbursement across autism services" and that it would raise pay for parent training. A spokeswoman said medically necessary services are still covered, and the state said that where no in-network provider is available, Amerigroup must secure services out of network. Sen. Strickland noted the cut came with less than a month's notice.

CareSource: cut pulled back, credentialing in question

CareSource announced pay at 80% of the fee schedule from early May. At the October 22 press conference, Sen. Strickland said CareSource pulled back the cut after the House hearing, but that providers report it is moving to stop credentialing clinicians.

Peach State: cuts and terminations

Peach State sent a cut effective May 15, 2026. Sen. Strickland said the plan implemented its cuts and terminated nearly half of its providers in the state.

Lawmakers: network adequacy first

Strickland asked the plans to rescind cuts and terminations until a network adequacy analysis is completed under their state contract and federal law. He cited studies indicating that one quarter of children in Georgia foster care have autism, which puts the Amerigroup population at the center of the issue.

A provider view worth hearing: one ABA provider CEO at the press conference described across-the-board cuts as "a chainsaw to solve a problem that requires a scalpel" and called for payers and providers to work together on quality and outcomes. That is the practical opening for providers: give the plans data precise enough to target, rather than cut broadly.

Three steps for Georgia ABA providers this month

  1. Audit Amerigroup remits since September 1. Compare every paid line on every 835 against your contracted rate for that code and modifier, and confirm the parent training increase is actually being paid. Track underpayments by claim so any dispute or reprocessing request is specific, not general.
  2. Build the network adequacy evidence log. Keep a dated record of every waitlisted child, every declined referral and the reason, and family drive times to the nearest in-network provider. Network adequacy is the standard lawmakers are pointing to, and a dated log is the evidence a plan or the state can act on.
  3. Use single-case agreements where no in-network provider exists. The state said Amerigroup must secure out-of-network services when no in-network provider is available. When a child has no in-network option, request a single-case agreement in writing, keep the request and response with the authorization, and do not start services on an assumption.

Keep the foundation clean while rates move

Credentialing hygiene across all three CMOs

With providers reporting credentialing slowdowns at CareSource and terminations at Peach State, check every BCBA and RBT roster at CareSource, Peach State and Amerigroup now: effective dates, linked locations and pending applications. Confirm Georgia Medicaid revalidation status too; the Department of Community Health said in a June 1, 2026 provider revalidation notice that from July 1, 2026 it would suspend Medicaid providers of every type, ABA included, that had not revalidated, covered on our Georgia ABA billing services page.

Outcome data on one page

Put three measures on a single page per plan: goals mastered per authorization period, hours delivered against hours authorized, and parent training sessions delivered. That is the scalpel the provider CEO described, and it gives plans a basis to target rather than cut across the board.

Frequently asked questions

Which Georgia Medicaid plans changed ABA rates in 2026?

Three Georgia Medicaid care management organizations moved on ABA rates in 2026. CareSource Georgia told providers it would pay 80% of the Georgia Medicaid fee schedule from early May, Peach State Health Plan sent a similar cut effective May 15, and Amerigroup cut ABA reimbursement 30% effective September 1, 2026. At an October 22 press conference, Sen. Brian Strickland said CareSource pulled back its cut after the June House hearing.

Does the Amerigroup cut mean services are no longer covered?

No. An Amerigroup spokeswoman said medically necessary services are still covered, and the state said that where no in-network provider is available, Amerigroup must secure services out of network. The change is to reimbursement, which is why remit audits and network adequacy evidence matter.

What should a Georgia ABA provider do first?

Audit every Amerigroup remittance since September 1, 2026 line by line against your contracted rate, start a dated log of waitlisted children, declined referrals and family drive times, and use single-case agreements where a child has no in-network provider.

Is Georgia Medicaid revalidation still a risk?

Yes. The Georgia Department of Community Health set a July 1, 2026 revalidation deadline for ABA providers. Confirm revalidation status for every billing and rendering provider alongside credentialing with CareSource, Peach State and Amerigroup.
